Minerals and Waste Development Scheme - Update

An extension to the timetable for the preparation of the Minerals and Waste Local Plan (MWLP) has been approved by Surrey County Council’s Cabinet Member for Transport, Infrastructure and Economy. This update means that the next public consultation (Preferred Options) for the MWLP will now take place in June 2025.

The timetable extension is because Surrey County Council, as the Minerals and Waste Planning Authority (MWPA), requires additional time to prepare the draft MWLP and Preferred Options public consultation, particularly following the Issues and Options public consultation (November 2021 to March 2022). There is also:

  • A need to identify sufficient suitable land for strategic waste management facilities.
  • Uncertainty arising from the Government’s Levelling Up and Regeneration Bill.
  • The Government’s intention to revise the National Planning Policy Framework, including new National Development Management Policies which could impact on the MWLP.
  • Forthcoming regulations in the Environment Act 2021, as well as Natural England’s review of the Surrey Hills Area of Outstanding Natural Beauty boundary.
  • Next steps:

    The MWPA will continue preparing the draft MWLP and the Preferred Options public consultation. This will include a further call for sites and ongoing engagement with stakeholders.
