The Minerals and Waste Planning Authority (MWPA) has recently published a new Waste Capacity Need Assessment (WCNA), undertaken by BPP consulting. This WCNA was produced in November 2023 as part of the evidence base supporting the preparation of the Minerals and Waste Local Plan.
The WCNA seeks to identify the need for additional waste management capacity in Surrey in the years to 2042, by assessing Surrey's future waste arisings and the contribution existing facilities make. The WCNA comprises a number of reports, which can be viewed on the Surrey County Council website.

The Minerals and Waste Planning Authority (MWPA) are currently carrying out a second ‘Call for Sites’ exercise. This exercise is different to the 2021 ‘Call for Sites’ in that it is specifically seeking nominations of land which may be suitable for future waste management development. Any nomination made will be assessed by the MWPA to determine its suitability for inclusion in the Minerals and Waste Local Plan. The 2023 ‘Call for Sites’ is now live and closes at midnight on 29 February 2024. If you wish to nominate land please use this form.

An extension to the timetable for the preparation of the Minerals and Waste Local Plan (MWLP) has been approved by Surrey County Council’s Cabinet Member for Transport, Infrastructure and Economy. This update means that the next public consultation (Preferred Options) for the MWLP will now take place in June 2025.

The timetable extension is because Surrey County Council, as the Minerals and Waste Planning Authority (MWPA), requires additional time to prepare the draft MWLP and Preferred Options public consultation, particularly following the Issues and Options public consultation (November 2021 to March 2022). The Minerals and Waste Policy Team is pleased to announce the publication of the Issues and Options Summary of Responses Report on Surrey County Council's website.
The summary report seeks to provide a quantitative summary of and identify general themes emerging from material representations and feedback provided by stakeholders to the Issues and Options Public Consultation held between November 2021 and March 2022. A comprehensive list of all stakeholder comments, and the initial response of the Minerals and Waste Planning Authority to these, can be found in Annex A to K attached to the report.
The policy options identified and material planning matters raised by stakeholders, along with site nominations made pursuant to the associated ‘call for sites’ exercise, will be considered by the Minerals and Waste Planning Authority and used to inform the preparation of the Minerals and Waste Local Plan. A further public consultation will be undertaken in June 2023 relating to the Regulation 18 Draft Minerals and Waste Local Plan.
